Unscheduled DHCP Service Issue Impacting Instances on Startup

A number of Virtual machines are not properly being assigned the correct internet connected IPV4 address by the DHCP service resulting in instances that are running and can be accessed through the console but which are not able to be connected to via SSH or other services dependent on the public facing internet address.
Impacted machines include those participating in rolling scheduled maintenance and others.
The issue has now been resolved.
