Magnum Cluster Creation

Creation of new magnum coe clusters is currently failing.

The cluster is built correctly but never reaches CREATE_COMPLETE state so a user is unable to get the cluster context file.
This is due to upstream changes in upstream charts.

We are currently working on this and will provide an update as soon as possible.

    This issue is now resolved. Users who attempted to create a new cluster affected by this issue (cluster builds but never reaches CREATE_COMPLETE state) should delete the failed cluster and recreate it. Separately, if you experienced a failure during an upgrade or a different change, please reach out by opening a ticket with your cluster details.
